What is the purpose of Head Start and Early Head Start?
The purpose of CAO Head Start/Early Head Star is to provide high quality, comprehensive (including early childhood ,disabilities, social, parental, nutritional, health, and mental health) services to children, ages 0-5 years old.
For eligibility, see "Who is eligible?" We provide these services through innovative technology, qualified staff, and community partnerships – in an environment that is supportive, safe, and accessible for all.
What communities are served?
The entire Erie County area including Buffalo. The actual listing of sites may be found in section of this Web site.
What services does CAO Head Start/Early Head Start provide?
Head Start/EHS provide health, education, mental health, parent involvement, social, nutrition, and disabilities services to children from the prenatal stage to five years old. These services are provided in a classroom or home-based setting. We have more than seventy ongoing collaborations with a variety of agencies to provide these and other opportunities for the preschool age child and his/her family.
Who is eligible for the service?
At least 90% of our families must be income eligible. Income eligible is 100% of the federal poverty level or foster child; a family may be receiving TANF benefits. Also at least 10% of our children must have diagnosed disabilities. This means that at up to 10% of our families may be above the required income.

How long has CAO Head Start been in Erie County?
We have been existence since 1965. CAO was one of the original community action organizations developed as a direct result of President Johnson's War on Poverty legislation. Head Start was CAO's first program.
